摘要

The Afghan deployment decisions of 2005 and 2006 benefit from being seen in the context of what else was happening at that time: this paper offers my view from the Private Office of the Ministry of Defence (MoD) from late summer 2005 to mid-2007 for defence secretaries John Reid and Des Browne. The UK was then mired in an unpopular war in Iraq, with declining consent at home; there were other tensions in the region, particularly in Pakistan; the US at that stage had not yet learnt its lessons of counter-insurgency; NATO was still divided; and Whitehall was run by a strongly Atlanticist, pragmatic but 'sofa government' and a disconnected Cabinet Office. The UK lacked a credible long term strategy for the region, in which British interests were spelled out for departments of state. The Foreign Office was never able to answer the question of what our long-term interests and relative priorities were for Pakistan and Afghanistan, let alone how that meshed with our policy toward others in the region, including Iran and India.
