Political Stability At the heart of security matters are risks to political, economic and cultural stability. These risks are intertwined and underlie urgent decisions that individuals, institutions and governments make about allocating finite resources and assets. Like any environmental state-change, the transformation of the sea-ice boundary condition of the Arctic Ocean (Figure 3) introduces risks of instabilities. As noted by Javier Solana (then High Representative for the Common Foreign and Security Policy, Secretary-General of the Council of the European Union) in March 2008: 'Climate change is best viewed as a threat multiplier which exacerbates existing trends, tensions and instability'.
