An escalating security crisis in Mexico threatens to spill over into the southern United States. In formulating its response, the US must face the reality that it is part of the problem as well as the solution. BarackObama's early foreign policy moves were monitored closely for indicators of his administration's likely priorities. The choice of Palestinian President Mahmoud Abbas and Israeli Prime Minister Ehud Olmert as the recipients of his first official telephone calls sent a clear signal that the Middle East peace process was close to the top of his list. This was confirmed when Secretary of State Hillary Clinton marked her first day in office by unveiling new presidential envoys to the Middle East and Afghanistan-Pakistan, describing these as the two most pressing foreign policy issues. There was less international interest in a meeting that took place on 12 January between Obama and his Mexican counterpart Felipe Calderon. It is traditional for the Mexican President to meet the US President-elect before the latter is sworn in. However, Obama's focus on the global economic crisis and the Israeli occupation of Gaza meant that this time, the meeting was nearly postponed. Its place in the pre-inauguration schedule was retained largely at the insistence of the Departments of Defense, Homeland Security and Justice, which stressed to Obama's transition team that Mexico was fast emerging as one of the most urgent threats to US homeland security.
