Sitting on this author's desk is a small set of dog-eared publications. They are the first port of call when seeking authoritative, accurate and insightful information on biological weapons - and they are regularly thrust into the hands of diplomats, academics and journalists seeking similar enlightenment. This book will definitely be joining that collection. From the very start, the value of this book becomes clear. The introductory chapter successfully argues that there is a significant gap in our current appreciation of investigating allegations of the use of biological weapons - the socio-political dynamic. A better understanding of this will complement other works on scientific and technological aspects and public, animal and plant health issues. At the book's heart is a conceptual framework for investigating allegations of the use of these weapons. First, the identification of the agent (what are we dealing with?); second, the characterisation of the event as either intentional or not (is this an attack?); and, third, the attribution of the event to a perpetrator (who did it?).
