摘要

This well-written and carefully researched account is based on Dr Dalsjo's doctoral thesis. It asks what would have happened in the Cold War had Swedish neutrality failed and the Soviet Union had attacked Sweden. The public response given by Swedish governments over the years rarely specified a particular attacker in case of war and placed an emphasis on Sweden's preparedness to defend itself. The questions then arose as to what would happen after Sweden could no longer hold back an invader. Would it depend on others - most notably the NATO countries - to come to its assistance and, if so, what arrangement might be made in peacetime for such an eventuality? Would not any such agreements with alliance members in peacetime undermine Swedish neutrality? Were they a necessary 'reserve option' that had to be cloaked with secrecy? How long did such connections endure? The original post-war notion of a neutrality based on holding out against an attack until help from outside arrived was eventually replaced by the doctrine of marginality, whereby a well-armed Sweden would be able to repulse any marginal forces that NATO or Warsaw Pact would have available to use against Sweden. This change increased the political price of any links to the West being found out and also enhanced the feeling of disjointedness by those officials expected to maintain this co-operation. As a result, the links fell fallow as key personnel retired or moved, with instructions not being passed on to successors.
