Mark Mandeles has written an important little book, but will anyone read it? Mandeles is a long-time writer on defence affairs and was the team leader looking at command and control organisational lessons for the Gulf War Air Power Survey written at the behest of the US Air Force in 1993. His proposition here is quite simple: current attempts to control and implement military transformation have fallen short. This does not mean Mandeles is anti-transformation - he is actually pro-transformation, but within the limits of what individuals, organisations and institutions can accomplish. Above all he has set himself in opposition to the technological determinists who thought (and still think) that transformation is simply about choosing the right high-tech weapons systems.
