The problems of states like Congo are complex, and they are political at heart. But they will not generally be solved without a capable security force able to establish order and enforce peace deals and give local populations hope. While the world has more than 20 million soldiers in arms today, it does not have enough capable of deploying quickly and effectively to places like Congo. It is time for all states to do their part in creating, and then where appropriate employing, that capacity.
