In September, General David H Petraeus left Baghdad at the end of his third tour of duty in Iraq. To use a favourite Petraeus expression, there were 'no victory dances in the end zone'; the champagne was still on ice. This was typical of him. During his time commanding Multinational Forces in Iraq, he was measured in how he reported Iraq's remarkable transformation during 2007, and guarded in his views of the future. Nevertheless, it is clear that the Iraq Petraeus left behind was very different from that he found when he took command on 12 February 2007. Then, the country was engulfed in a civil war, spiralling out of control, that the US-led coalition could not contain, and Iraqis consumed in a battle for power and resources. Amid widespread brutal sectarian violence where over one hundred bodies a day were dumped on Baghdad's streets, the prospects of stability and a political resolution were bleak.
