This article attempts to identify issues that need to be resolved in the present debate about defence policy. It does not recommend that the Expeditionary Strategy should be abandoned, but rather that its elements need to be revisited and tested - both the publicly available parts and the underlying and unstated premises and propositions. There is clearly a balance of investment choice over the scale of ground forces for short term requirements. This is driven by immediate events that result from choice rather than obligation and a longer-term force structure that emphasizes the particular contribution to be made by Britain to the national advantage building on geostrategic factors as well as areas of particular competence. And matching capabilities to unconstrained elective interventions is not a feasible way ahead.
