Although Mr Bush is still at the bridge of his all-American super-tanker maintaining an apparently resolute course on the war against terror, down in the engine rooms there are signs that important members of the crew are preparing for change. For some time now military officers and academics have been saying that military action on its own will not address a global movement that is animated by a militant faith. Now their disquiet is becoming more evident in the form of institutional changes1 and revised military doctrine.2 Meanwhile in the United Kingdom, plans are also afoot to update British military doctrine for counter insurgency and in the longer term to design a Joint Services manual for countering what are termed 'irregular activities'.
