Asymmetric warfare is as old as conflict itself. When the weak confront the strong they look for ways of outflanking their opponent's superiority by attacking the political willpower behind it with whatever instruments are to hand. In the ancient world it might be the taking of hostages or the terrorizing of colonists; in the modern world rather more instruments are to hand thanks to the information age, the media, the differential willingness of modern societies to shoulder risks, even the ability of the weak who 'play the victim' on a world stage. And with such a central concept it is no surprise that there is no hard and fast definition of the phenomenon of asymmetry. Military planners know it when they see it. But analysts still worry about whether it is a departure from traditional warfare, or a new way of thinking about conflict, or perhaps simply an intrinsic part of it.
