Sir, I read Professor Strachan's article 'Maritime Strategy' (RUSIJournal, February 2007) with great interest. I would, however, like to offer some remarks. The word 'strategy' did not enter European vocabulary until the end of the Eighteenth century (by Joly de Maizeroy in 1771) and did not become current until the middle of the Nineteenth century. Strategy was, of course, done before. In the maritime domain, the political testament of Cardinal Richelieu, De la puissance de la mer (On Sea Power), fulfils the definition of a maritime strategy given by Corbett in 1911. Furthermore, it is not correct to state that 'Nobody who fought at sea in the Napoleonic Wars used those wars ... to develop thinking about strategy'. At
