Creating and executing a campaign plan that achieves the end-state, matched to the Ways and Means assigned. 2. The time and resources available to train his team. 3. The quality of the intelligence picture. 4. Media management and Information Operations. 5. Stakeholder management and interaction with other key actors. 6. Ensuring appropriate C2 mechanisms. 7. Adequacy of battlespace co-ordination mechanisms. 8. Providing himself time to think and rest.
