Privateers, Cruisers and Colliers: The limits of International Maritime Law in the Nineteenth Century

The dream of every nineteenth-century British admiral was to bring the enemy to battle in a great fleet engagement and deliver a victory to rival Nelson's at Trafalgar. The reality, in the case of war with Russia - and between 1876 and 1880, when Britain hovered on the verge of a global war with Russia consequent on the crisis in the Balkans that produced the Russo-Turkish war of 1877-78 - was rather more prosaic: blockade duty against a fleet unlikely to risk itself against the superior skill and power of the Royal Navy. A blockade of Russian commerce was, however, never really going to do much damage as anything that the Czar particularly wanted could be sent overland through Germany. To many this meant that a war between Russia and Britain would be like a fight 'between a shark and a wolf', and therefore the Russian threat could be discounted. This was a mistake. What strategic thinkers had feared for some time was an attack against British commerce afloat and against undefended colonial ports by the Russian navy.
