The RUSI Journal closes 2018 with articles looking at some of the ongoing geopolitical and strategic challenges that are likely to dominate the international agenda for the foreseeable future. With Russia's resurgence over the past few years, and a general retreat to more traditional, state-based and inward-looking politics and discourses in many Western countries, analysts have observed that the second decade of the 21st Century seems characterised by a return to state-on-state confrontation (sometimes, somewhat lazily, compared to the Cold War, and at other times to the pre-1914 world). Yet there are also other, transnational dynamics at play that arguably run counter to this trend and that may in fact change the way in which we think about international affairs in the near future. Simon Curtis and Michele Acuto's essay on the foreign policy of cities looks at one such trend, discussing whether activities such as city networks and mayoral initiatives to combat issues such as climate change at a transnational city level mean that the contemporary metropolis is a new actor on the world stage, and what this means for our conventional understanding of foreign policy.
