Over the past 20 years, discerning acceptable, peaceful scientific research has become increasingly difficult at the high-stakes intersection of biowarfare and diplomacy. Due largely to the democratisation and commercialisation of bioengineering technologies, more actors with less experience have the opportunity to perform risky pathogen research to produce medicines and vaccines - and weapons. For external observers looking in, endeavours to produce weapons, medicines or vaccines look very similar, so understanding motivation and intention is key.
