To fulfill the GOELRO plan (the State Plan for Electrification of Russia), power stations for steam conditions new for that time equipped with large-capacity boilers and turbines began to be constructed on a wide scale in our country. This generated a need to establish a specialized organization that would provide support to activities for mastering the new equipment of power stations and networks and training operating personnel. On April 21, 1933, the USSR People's Commissariat for Heavy Industry issued Decree No. 255 for establishing a technical office, which was transformed in 1939 into the State Trust for Organizing and Rationalizing State District Power Stations and Networks, or ORGRES.
