When joining elastic for a waistband, I use the fabric wrap trick to reduce bulk. Instead of overlapping the elastic, you wrap the abutted ends with a fabric scrap and stitch through all the layers. I was frequently dissatisfied with the join because the elastic and fabric would shift when I stitched them. Now, I wrap the join with fusible interfacing instead of fabric. Cut a small piece of woven fusible interfacing and wrap and fuse it around the abutted elastic ends. Stitch through the interfacing and elastic thoroughly with a wide zigzag stitch. Interfacing can tear, of course, so add a few extra stitching passes for a sturdy connection of little bulk.
