Russia's ever-growing excise tax on cigarettes, together with a tightening of fiscal policy implemented by the government, may result in a dramatic increase in the illicit trade in tobacco. The current percentage of illicit trade in the Russian market is about two percent, but that may climb to 15 percent according to the predictions of analysts with the Russian Association of Tobacco Producers.
