Facing concerted pressure from the local pro-tobacco lobby, the governments of Russia, Kazakhstan and Belarus are considering changes to the current technical regulations on tobacco, with the aim of easing regulations and removing some of the current obstacles to doing tobacco business in the territory of their regional Customs Union. A recent meeting of the Eurasian Economic Commission, a governing body of the Customs Union of Russia, Belarus and Kazakhstan, resulted in a decision to propose changes to the current "Technical Regulations for Tobacco Products in the territory of the Customs Union." The regulations currently contain excessive requirements and administrative barriers that limits how one conducts tobacco business in Russia.
