Tobacco tax strategies remain critical elements of government budgets. But, as the tobacco prices and taxes have risen and as taxpayers become more sophisticated and better informed about the way they are taxed, even the time-tested raising of taxes on tobacco and certain unpopular groups (smokers, drinkers, gamblers, etc.) is being re-thought.
