European telecoms operators are supposed to be consolidating. After years of developing competition, the industry and its investors have concluded there is no escaping the fact that telcos need scale to be viable. Last year's mergers of AT&T with SBC and MCI with Verizon Communications set the tone, and the acquisition of 02 by Telefonica appeared to recognise the inevitable would happen in Europe too.
