摘要

The management of spent fuel is a key issue at the development of nuclear fuel cycle technology. Transportation plays a key role in the three main ways of dealing with spent fuel, including direct treatment aftertreatment, and spent fuel export [1]. There may be force majeure factors during transportation, such as: disaster weather, car accidents, human error, etc., which result in damage to spent fuel components and the shipping containers, and cause radionuclide leakage. The leaked radionuclide will migrate from the fuel assembly to the interior of the transport container then to the external environment, causing radioactive contamination of the environment [2]. From 1974 to 1993, there were 53 incidents that transport containers surface were radioactive contaminated [3]. In 2013, a train loaded with spent fuel containers in the European Union was leaked due to derailment, and 250,000 people lived in the distance within 2.5 km of the accident [3]. Due to the uncertainty of the location of the accident, the spent fuel transportation accident has a large radiation risk. At present, China's main spent fuel transportation method is road transportation.
