A report to Congress was written in 2002 for the Advanced Fuel Cycle Initiative Program, outlining the goals for improvements to the disposal of spent nuclear fuels and an organized approach to accomplishing the goals. The goals for the intermediate term are (1) to greatly extend the time at which a second high level waste (HLW) repository is needed by reducing the volume and heat load of HLW, (2) to avoid the substantial costs associated with multiple future repositories, (3) to place the HLW into more durable storage forms, enabling reduction of release rates by orders-of-magnitude, and (4) to significantly reduce the radiotoxicity of HLW sent to the geologic repository. Accomplishment of these goals will enable growth in nuclear generating capacity and facilitate the development of advanced reactor systems with closed fuel cycles and favorable economics. A short, quantitative economic study was made to determine if favorable economics could be achieved and the results were included in the report to Congress.
