The 2p per litre increase in fuel duty planned for 1 April has been deferred until 1 October, and plans announced in last year's budget to increase diesel and petrol duty by a further 1.84p per litre on 1 April 2009 have been confirmed. On 1 April 2010 the increase will be 0.5p per litre above the rate of inflation. So if inflation then is in line with the government's 2.0 per cent target, fuel duty per litre would rise by 1.58p in April 2010, taking it to 55.77p. The 20p per litre duty concession for biodiesel and bioethanol is to be withdrawn in 2010. Instead, the government will increase the buy-out price from the rtfo (renewable transport fuels obligation) for fuel companies failing to sell enough biofuels, from the current 15p per litre to 30p per litre. Thus the overall incentive (duty concession plus buy-out) for biofuels falls from 35p per litre to 30p in 2010. A new rebated duty for biodiesel for off-road use (including yard shunters and fork-lift trucks) came into effect on 1 April.
