The regulations follow a second-reading agreement with the European Parliament under the 'co-decision procedure'.rnThey bring in changes to access to the international road haulage market (mainly through cabotage); restrictions on existing Transport Managers and the requirement for all new Transport Managers to sit an international exam (the domestic only exam will vanish, but existing holders will enjoy 'grandfather rights'); and the partial re-introduction of the so-called ' 12-day rule' on rest periods for coach operators on international tourist work.
