Greenville, Ohio, is a small town with a population of about 13,000. As with many older, small communities across the United States, Greenville reached a point in the early 2000s where nearly every rain event was overwhelming the sewer plant and backing up basements. With any significant rain, it would take the system up to two days to recover. A flow study was completed in 2004 and a plan was developed to eliminate some of the easiest inflow and infiltration (I/I) areas. Greenville Creek runs through the town and the study identified the south side of the creek as the area where most of the I/I entered the system. Greenville had approximately 880 manholes, many of them with covers that had vent or pick holes (the area between the frame and cover). In 2005, Greenville made the decision to install polyethylene manhole inserts into about 400 manholes on the south side of the creek to help combat the I/I problem. After several months and many rain events, basement backups, which had been a common occurrence during rainfall events, had virtually disappeared. This positive outcome was attributed primarily to the inserts. As a result, the decision was made to install inserts into the remaining manholes in Greenville the following year.
