In 1998, the City of Atlanta was directed by the Environmental Protection Agency to comply with a consent decree that mandates the elimination of sewer overflows and the reduction of debris and pollution in and along city streams. The city's imposed decree will require infrastructure improvements in excess of $3.2 billion over the next 30 years. Atlanta's consent decree compliance prefaces CMOM (Capacity, Management, Operations and Maintenance). One way in which Atlanta plans to meet the consent decree and CMOM requirements is to implement a 100-year service life requirement for all pipes used in its wastewater system. This requirement provides a baseline around which a piping system can be designed, constructed and maintained.
