PCCA members met with Rural Development Utility Program (RDUP) staff at USDA headquarters in Washington, D.C., on Nov. 15, 2007 to discuss issues regarding the agency's planned rewrite of the 515 construction contract for telecommunications systems. The PCCA delegation explained areas where contractors' risks could be lessened, which would lead directly to lower project costs; and RDUP staff seemed eager to produce a more equitable contract.
