Labor agreements again dominated discussion at the Pipe Line Contractor Association's 58th Annual Convention in February in Carlsbad, CA. Last year the PLCA faced the unique situation of having all four labor agreements expire on the same day, and were only able to secure a one year extension. Outgoing PLCA President Bob Westphal of Michels Corporation in Brownsville, WI, faced the same dilemma as his predecessor Paul Gregory. Westphal remarked that the year was principally consumed with labor negotiations and thanked his labor committee which was chaired by Charlie Joyce of Otis Eastern Corp., vice-chaired by Paul Gregory of Gregory & Cook Construction Inc. and with a steering committee composed of Don Thorn, Welded Construction L.P., Chris Leines, Minnesota Limited Inc. and Pat Tielborg, PLCA managing director and general counsel.
