Current practices are seen as having unnecessarily increased budgets and slowed the fielding of various systems. Pentagon officials have worked to make incremental improvements, but the House and Senate are pressing for bigger changes. They want to move acquisition decisions back to the Army, Navy and Air Force to increase accountability.
