2013 was an active year for state legislatures, and it was a year in which AUVSI was indoctrinated into the fast-paced state legislative process. As 2013 drew to a close, there were several states making a last-minute push to pass anti-UAS legislation. In all, 42 states introduced anti-UAS legislation in 2013 under the guise of privacy, aimed at limiting the government's ability to use a UAS for law enforcement or regulatory enforcement without first obtaining a search warrant. As written, these state bills would fundamentally change current search warrant requirements used by law enforcement, which have been established by decades of U.S. Supreme Court case precedent, and they would treat manned and unmanned aircraft differently, although they are capable of gathering the same data.
