The Government Accountability Office says Congress should tell the U.S. Navy to conduct a Milestone B review for the Unmanned Carrier-Launched Airborne Surveillance and Strike (UCLASS) program after the system-level preliminary design review is complete in 2015. The Navy currently plans to hold the Milestone B review, which formally kicks off a system development program, after the initial UCLASS capability has been developed and fielded in 2020. That means that Congress' "ability to oversee the program and hold it accountable for meeting cost, schedule and performance goals will likely be limited," a recent GAO report says.
