Unmanned Aerial Vehicles have been very slow to migrate from the military sector to the civil sector, though this situation is beginning to change. A major impediment has been the slow pace of regulating UAV access to national airspace, both in the United States and elsewhere. Under this circumstance, U.S. government organizations have taken the lead in introducing civil UAVs due to their leverage with the Federal Aviation Administration. Until airspace access issues are resolved, UAV penetration into non-government, commercial applications is likely to be slow.
