It was mid-March, 2004. The place was the Border Patrol training facility conference room in Tucson, Arizona. The subject was flying e EFW Inc. Hermes 450 UAV along the Arizona/Mexico border from Lukeville in the west to Douglas in the east starting June 1st. And the reason the FAA representative was so taken aback was that we had yet to submit our Certificate of Authorization (COA) application for remotely operated aircraft (ROA) operations.
