Social Housing across Europe is a collection of papers on a topic entwined with welfare-state entitlement programs. The book comes at a time when the very principle of decent, affordable housing for all is being revisited. Europe's ideological turn will also have an impact on its cities. Many fear the consequences of privatization: that the diminishing social housing stock will become residualized, and that segregation by income and ethnicity will increase. The political debates over the contribution of social housing to an inclusive society mark the chapters in this book, projecting its message into the arena of urban policy. This volume was an initiative of the French Ministry of Housing. An in-depth discussion of the housing predicament in France-vividly expressed when rioting flares up in the social housing complexes of the suburbs, with their concentrations of the "disadvantaged"-is preceded by two sets of chapters with wider scopes.
