摘要

This special issue of Utilities Policy is devoted to papers arising from the Watertime project. The project studied decision-making on water systems in 29 European cities, drawing on their long-term historical experience as well as recent decisions, and produced a set of recommendations and an internet-based tool to support public decision-making. The focus on local decision-making meant that Watertime studied developments from the perspective of public authorities responsible for a public service. The case studies provide a rich source of information on the ways in which local populations and their municipalities have dealt with a range of actors and factors. The results are concerned with the development of democratic structures.
