Although the aircraft has a better safety record than the CH-46 Sea Stallion that it is replacing, more than 100,000 Okinawans have used the occasion to protest Japanese sovereignty over the island and US Marine presence. Statements such as those made by Masaharu Kina, chairman of the Okinawa prefectural assembly, have been commonplace: "It cannot be considered normal to live under conditions in which an Osprey may fall from the sky at any moment." Meanwhile, the Air Force has reinstated the CV-22 formation flight training program that had been canceled 4 years ago. After a CV-22 was lost in a non-fatal formation flight during a training accident in June, Air Force pilots have acknowledged that "V-22 formation training was lacking," and that "in hindsight, the decision removing it is questionable at best."
