Progress on the DoD's Vertical Lift Initiative has effectively ground to a halt. The Office of the Under Secretary of Defense for Acquisition, Technology and Logistics was recently reorganized which effectively terminated the Office of the Director, Joint Advanced Concepts. The Joint Advanced Concepts office had led the initiative since Secretary Robert M. Gates approved it in May 2007. Later, lawmakers added Section 255 to the National Defense Authorization Bill of 2009 to insure the key objectives would be part of a capabilities based assessment to determine common requirements for all the Services; early integration of the Science and Technology community to define the technological art of the possible and to reduce risk; and a Joint Strategic Plan iden-rntifying the path ahead to develop and field new capabilities.
