Created as the "Rotorcraft Centers of Excellence Program" in 1982, the U.S. Army has for many years funded selected universities to perform long-term basic research focusing on barrier technologies to meet current and future vertical lift national security needs. Its purpose was to provide a critical mass of multi-disciplinary research capabilities focused on helicopter design. An equally important justification was to attract first-rate engineering students to the field of rotary wing aeronautics.
