The US Air Force, in partnership with the US Special Operations Command (USSOCOM), initiated a High-Speed VTOL Challenge, looking for a replacement for its CV-22 Osprey that can fly at "jet speeds," on the order of 400 kt (740 km/h). A Challenge Definition Workshop was held on April 20-22, and the program launched in May. The initiative encourages the use of collaboration and "crowdsourcing" to develop innovative ideas to achieve what has been repeatedly proven to be too difficult and unaffordable, despite numerous studies by the Defense Advanced Research Projects Agency (DARPA) and endless company concept proposals. According to the solicitation information, "The near-term challenge goal is to produce an HSVTOL conceptual framework that maximizes the trade space of speed, range, survivability, payload, size, and flexibility to carry out missions across the full spectrum of conflict and political scenarios. Critical mission profiles include Infiltration and Exfiltration of Special Operations Forces (SOF) and Equipment; Personnel Recovery; Aeromedical Evacuation; and Tactical Mobility."
