Small-sized commercial joint stock banks are moving between heaven and earth to raise its chartered capital to VND1,000 billion (US$62 million) each from now until December 1,2008. As of December 31,2010, the legal capital needs to treble at VND3,000 billion. Small banks are facing up with difficulties to issue shares to hike the chartered capital as investor confidence has been weakened.
