In spite of the seemingly significant water savings possible from using water efficiently-not to mention the risk reduction to public water supplies the savings might produce-water purveyors are unable to proactively implement mandatory efficiency measures. While their notable efforts in water efficiency have not gone unnoticed, they simply do not have the mandates, know-how, and adequate funding for such large-scale mandatory planning and programmatic implementation. It is unrealistic and inequitable to expect purveyors to shoulder the burden of water efficiency programs needed, especially when one purveyor's efficiency efforts are offset by the lack of effort from another sharing the same regional water supply.
