At presstime I learned that the NTSB has changed its definition of "sub-stantial damage." The result is that a July 2011 Lake crash previously classified as an incident will now be investigated as an accident, slightly raising all of the accident rates quoted in this article. That accident was caught on video and can be viewed at or by searching for "Seaplane Crash in Sausalito."
