A top EPA staffing union official says agency morale is on a cautious "uptick" after former Administrator Scott Pruitt resigned following a series of ethics scandals, welcoming acting agency chief Andrew Wheeler's lack of ethics scandals and his push for transparency measures but warning that rule rollbacks could still hurt overall morale.In an exclusive July 31 interview with Inside EPA, American Federation of Government Employees (AFGE) Local 704 Chief Steward Nicole Cantello said Pruitt's ethics issues "got to a level of embarrassment" where staff in conversations with friends or family felt "they had to account for their boss's actions... . The administrator had become such a public example of the Tramp administration's ethical lapses."She added, "From that standpoint, I think there's a little bit of an uptick in morale because folks don't think they have to do that anymore."But Cantello emphasized that the boost in morale comes more from Pruitt's departure than any concrete actions Wheeler has taken in his first month on the job since starting July 9 as acting administrator. Previously, Wheeler served as Senate-confirmed deputy administrator until Pruitt left the agency on July 6.
