EPA is poised to release its final water quality trading policy "soon," says top water office official who is also warning industry and local officials not to expect the plan to fond pilot programs or establish federal credit-trading "clearinghouse" operations, saying the agency intends to create a "foundation" for states to implement. During a Nov. 12 meeting of EPA's Farm, Ranch and Rural Communities Committee (FRRCC), which is studying water trading as part of a wide-ranging review of water quality issues, Anna Wildeman, principal deputy administrator of EPA's Office of Water, said the agency will act "very soon" on its 2019 proposal that floated several options for boosting water quality credit trading. Wildeman did not go into detail on which option or options EPA will embrace in the final policy, other than that it will maintain the proposal's focus on watersheds subject to Clean Water Act total maximum daily load (TMDL) cleanup plans. "We hope that this effort will help improve the efficiency and the feasibility of trading, particularly in watersheds with EPA-approved TMDLs," she told the advisory panel. But in response to questions from committee members, she said stakeholders should not expect EPA to fund pilot programs based on whichever options it sets out.
