As lawmakers continue to eye landmark investments in EPA water infrastructure funding programs, an independent think tank is recommending administrative changes that states could make to provide greater equity in drinking water funding for low-income communities even at current funding levels.In a report released earlier this week, the Environmental Policy Innovation Center (EPIC), a group whose mission includes improving the outcome of government policies, is calling for a series of changes in how states implement funds from EPA's drinking water state revolving fund (DWSRF).Specifically, the report recommends improving technical assistance to drinking water systems with limited fiscal capacity; increasing the amount of additional subsidies distributed by states; and prioritizing projects in high poverty and historically under-invested communities."Ensuring that intergovernmental aid reaches the communities with the greatest need is critical to enhancing equity in water access and public health," the report says.
