South Africa is a water-constrained country that is currently transitioning to a condition of endemic water scarcity, resembling parts of the Middle East and North African region a decade ago. The economy is remarkable, because it is highly diversified, given the type of ecosystem in which it is embedded. Water infrastructure has provided a hydraulic foundation to the national economy as a result of a century of sophisticated engineering, including massive inter-basin transfers that link most rivers together. The World Commission on Dams placed South Africa in the top 20 countries of the world in 2000 by virtue of the number of large dams it operates. Two-thirds of the country lies in trans-boundary river basins, most of which are closed, or transitioning to closure, where water demand outstrips reliable supply. Unemployment is above 30% of the adult population, so political pressures are omnipresent and growing, with talk of a populist revolution becoming more evident in the wake of the Arab Spring.
