This paper provides a critique of the literature that has applied contingent valuation to the willingness-to- pay for water services in low-income countries. The "new paradigm" of the water demand school is introduced and the structure of its questionnaire surveys summarised. The ontological distinction is drawn between the present signs of the survey and respondents' future behaviour. The risk of non-consonance between sign and act is reviewed with respect to the estimation of maximum prices, the treatment of affordability, substitutes for project outputs, penalties for non-payment of water bills, and the existence of private agendas. Finally, three modest proposals are made for an evolution in the new paradigm.
