Drinking water is one of 13 sectors identified as critical infrastructures by the United States (U.S.) government, and the U.S. Environmental Protection Agency (USEPA) is designated as the lead federal agency for protecting drinking water from terrorism. Since 2001, federal, state, and local policy makers - in partnership with the water industry - have invested significant resources into improving the security of drinking water systems. Nationwide, water utilities assessed the vulnerability of their systems to terrorist attacks, hardened physical security, and established emergency response policies. Researchers and academics have developed and refined technologies for detecting contaminants and reducing the risks to public health and the economy. The water industry has developed new guidance on security practices. These extraordinary efforts over the last four years have vastly improved the security of American drinking water systems. This paper describes the USEPA's role in protecting drinking water and highlights the new WaterSentinel Initiative that will pilot a drinking water contamination warning system to protect against contamination threats.
